The promise behind every policy.
Underwriting and claims are where an insurer’s promises are made and kept. With the right people in place, risk is priced with discipline, portfolios stay within appetite and claims are settled in a way that strengthens relationships with brokers, partners and policyholders. The result is a book leadership can grow with confidence, and a claims experience that protects the brand.
We specialise in Underwriting & Claims recruitment in Singapore, recruiting underwriting, claims, policy administration, insurance operations and customer service professionals who help insurers and their partners write sound business and honour it.
Underwriting & Claims hiring for Insurers
Each of our consultants specialises in one area of the insurance market. In underwriting and claims, that means keeping our market knowledge current every day. We track how AI tools that review submissions and policy wordings are reshaping teams, how roles such as underwriting analyst and claims analyst are defined, and how pay is moving. For leadership roles such as Chief Underwriting Officer, our expertise extends into executive search, where regional influence matters as much as technical depth.
The strongest hires add value beyond their job description. Technical capability is the foundation, including class knowledge, authority held, claims complexity and the certifications your licensing requires. Alongside it, we look for:
- Judgement: sound decisions within risk appetite.
- Integrity: care with policyholder outcomes and sensitive information.
- Relationships: trust with brokers, adjusters and regional colleagues.
Every candidate is screened by a consultant who knows this market, looking beyond titles and certifications to the business they have written and managed.
We recruit across underwriting, claims and the operations that support them, from first appointments through to leadership:
- Claims: claims officers, specialists and managers through to heads of claims and chief claims officers, across life, P&C, financial lines and marine.
- Customer Service: customer service executives and team leads who support policyholders, brokers and partners with care and accuracy.
- Insurance Operations: operations analysts, team leads and managers who keep processes, controls and service levels steady.
- Policy Administration: policy administrators and team leads responsible for issuance, endorsements and renewals.
- Underwriting: assistant underwriters and underwriters through to underwriting managers, heads of underwriting and chief underwriting officers, across personal and commercial lines.
Insurers, reinsurers and in-house risk teams: If you’re building capability in-house, our conversations cover team shape as much as individual skills. That includes the authority levels you need, how roles report into regional or group functions, and how a new hire will work alongside actuarial, finance and distribution colleagues. We can also help you decide where a permanent appointment makes sense and where contract cover keeps work moving, for example during a platform change or while a permanent search runs.
Brokers and professional services firms: If you’re resourcing client work, we keep the process skills-led and client-focused. Candidates need to be credible with clients and insurers from day one. Requirements around certifications, class-of-business experience and work pass eligibility for overseas candidates can be specific, and we work to them from the start.
We offer permanent, contract and executive search hiring. See our permanent recruitment and contract hiring pages for more detail.
We support organisations across the Singapore insurance market and the businesses that work alongside it:
- Global insurers: underwriting, claims and operations teams across life and general insurance.
- Insurtech: digital and insurtech units within global insurers, where new products need underwriting and claims expertise built in.
- Reinsurance: treaty and facultative teams supporting clients across the region.
- Brokers: placement, claims advocacy and client service teams.
- Professional Services: loss adjusting, claims consultancy and audit firms.
- FMCG & Consumer Goods: multinational corporations’ in-house risk and insurance teams.
Yes. Our Singapore team works closely with our insurance teams in Hong Kong and the UK. That helps when a role covers several markets, when you’re open to relocation, or when experience from another insurance centre would strengthen your team. A regional underwriting role based in Singapore might suit someone already writing similar business in Hong Kong. A specialty claims role might benefit from London market experience. Working across teams means your search can reach those candidates while staying grounded in what your Singapore business needs.
Underwriting & claims market intelligence
The certification picture in Singapore is well established. BCP, PGI, ComGI and HI come up regularly in briefs across insurers and brokers, and some candidates also bring CII qualifications. What our consultants explore is how that knowledge has been applied:
- Underwriters: the classes they have written, the limits they have held and how they have handled referrals.
- Claims professionals: the complexity of losses they have managed and how they have worked with adjusters and legal advisers.
Systems experience matters too, particularly where a team is moving onto a new policy administration or claims platform. We also explore how candidates have used digital and AI-assisted tools within underwriting guidelines and claims controls.
For regional roles, we look at experience across other Asian markets and with group reporting lines. Certifications can be gained relatively quickly. Knowing how to apply judgement within your risk appetite comes from real experience, and that’s what we explore before anyone reaches your shortlist.
Underwriting and claims pay in Singapore rises steadily with authority and scope. The ranges overlap between senior specialist and manager levels, which reflects how differently insurers define those roles. At equivalent levels, underwriting ranges sit slightly above claims. Leadership roles carry the widest ranges, shaped by regional responsibility and the size of the portfolio. As a guide, monthly base salaries are:
- Underwriter / Specialist: S$4,800 to S$7,500
- Senior Underwriter: S$7,500 to S$12,000
- Underwriting Manager: S$11,500 to S$16,000
- Senior Manager / Head of Underwriting: S$15,500 to S$22,000
- Claims Specialist / Senior Specialist: S$4,500 to S$7,200
- Claims Manager: S$9,800 to S$14,000
- Senior Manager / Head of Claims: S$14,000 to S$20,000
These figures are base salary only and don’t include bonus or benefits. Contract engagements are scoped separately. For tailored benchmarking by role, seniority and class of business, including customer service, operations and policy administration roles, visit our benchmarking page.
AI is putting a premium on decisions people can explain. Tools that review submissions, summarise policy wordings and triage claims are becoming part of everyday work. The value of an experienced underwriter or claims professional increasingly lies in checking, challenging and standing behind what those tools suggest.
Singapore’s financial regulator issued guidelines on AI risk management for financial institutions in October 2026. Supervisory expectations apply from October 2027. The guidelines place accountability with board and senior management and expect human review to be a genuine check. For underwriting and claims leaders, that makes oversight of AI-assisted decisions a capability worth hiring for, alongside technical expertise.
When you’re interviewing, it can help to explore a time a candidate questioned a system recommendation and how they explained their decision. It’s a useful way to understand how they’ll work as AI becomes more embedded in your processes.
Singapore’s domestic general insurance market reached a new milestone in 2025, and the detail beneath that headline shows where underwriting and claims capability matters most. Claims grew slightly faster than premiums, yet underwriting profit rose strongly, a sign of the pricing and portfolio discipline behind the result.
The picture varies by line. Motor remains the largest segment and is still working through rising claims, though its underwriting loss narrowed considerably over the year. Property saw a sharp rise in claims, linked to an increase in fire incidents, which brings risk assessment and complex property loss handling into focus. Health continues to grow steadily, with premiums and claims moving closely together. Across domestic and offshore business combined, growth was more measured.
For hiring managers, these shifts can shape the brief. Underwriting roles may put pricing judgement and portfolio management first, while claims roles may call for experience of larger, more technical losses. Our consultants follow these movements closely and share current insight on availability, pay and how similar profiles are moving, so each search starts from an up-to-date view of the market.
